Lawyer Liu Chao, holding a Bachelor of Laws degree, began his career as a soldier at Jinan Military Academy. After serving his country in the North Sea Fleet, he transitioned to Qingdao People's Procuratorate, where he worked as a prosecutor for over a decade before becoming a full-time lawyer in 2015. During his long military career, he achieved many military successes with his outstanding performance and gradually grew into a qualified officer. This experience not only tempered his physical strength, but also forged his character of hating evil, being loyal and responsible, and being tenacious and indomitable, laying a solid foundation for him to adhere to judicial conscience and uphold fairness and justice in the legal field in the future. In 2002, Liu Chao, who was already the head of the logistics department of a certain unit, was transferred from the military. With the lofty ideal of pursuing justice all his life, he took off his military uniform and put on the procuratorial uniform, devoting himself to the People's Procuratorate of Qingdao City and becoming a people's prosecutor. Liu Chao brought the character and spirit forged during his military career to his legal work, using the sword of law to defend the weak and justice. 在刘超看来，作 为律师，不仅要为当事人提供优质的法律服务， 更是要引导他们走向法治之路，成为他们信赖 的守护者。刘超用自己的行动和一个个经典案 例告诉人们，律师是值得信赖的，法律是公正 的。 不起诉作为我国刑事诉讼中体现宽严相 济、有利于节省司法资源、提升办案质量；它 的适用给了犯罪嫌疑人一个改过自新的机会， 使其从复杂的刑事诉讼中解脱出来，避免了在 监管场所交叉感染其它不良的习气，减弱了犯 罪嫌疑人与社会的对立程度，减少了社会对立 面，转化消极因素为积极因素。 在崂山区黄某盗窃案不起诉案例中，黄某 被公安机关以涉嫌盗窃罪移送检察机关，刘超 律师在通过现场走访调查、会见当事人以及认 真研究卷宗材料，发现黄某定性盗窃罪存在疑点，他通过对涉案 标的物的占有状态进行分析，借此明确嫌疑人取得占有时，财物 的占有状态，以此给建立的新占有予以定性，用现场的实际状况 区分盗窃罪与侵占罪，再结合涉案金额不大的客观事实，崂山区 检察院经过慎重考虑，检委会开会研究，采信了辩护人的观点， 最终作出不起诉决定。这无疑是一个改变了黄某一生的决定。 不起诉案件体现了司法公正与效率，尊重了人权，并促进了 社会的和谐稳定，具有非常重要的社会意义。刘超律师代理的市 南检察院及思科工长队等案件最后都是不起诉。

Its application offers criminal suspects a chance to reform themselves, liberating them from complex criminal proceedings, preventing cross-infection of other bad habits in regulatory facilities, reducing the degree of opposition between criminal suspects and society, minimizing the scope of social opposition, and transforming negative factors into positive ones. In the non-prosecution case of Huang's theft in Laoshan District, Huang was transferred by the public security authorities to the procuratorial organs on suspicion of theft. Through on-site visits and investigations, meetings with the parties involved, and careful study of the case files, Lawyer Liu Chao found doubts about Huang's determination of the crime of theft. By analyzing the possession status of the involved items, he clarified when the suspect obtained possession The state of possession of the property was used to characterize the newly established possession. The actual situation at the scene was used to distinguish between theft and embezzlement. Considering the objective fact that the amount involved was not large, the Laoshan District Procuratorate, after careful consideration, held a meeting of the Procuratorial Committee to study and accepted the defense lawyer's viewpoint, and finally made a decision not to prosecute. This was undoubtedly a decision that changed Huang's life. After nearly a year of efforts, the Yantai City Court finally ruled that the principal offender of Lawyer Liu's client would be changed to an accessory, and the sentence would be changed from three and a half years to probation. Lawyer Liu Chao, the defense attorney of Zhou Moumou, put forward the main defense opinion through evidence collection that the complainant, Qingfangjian Company, has not yet settled accounts with Zhou Moumou and that Zhou Moumou does not have the purpose of illegal possession, which was adopted by the court. The crimes of contract fraud and fraud were cracked down on. Eventually, Zhou Moumou was released after only one year and three months in prison for the crime of forging a company seal.
